(Lunch is provided) What is Phase 1 Training? Phase 1 is the foundational 8-hour training seminar designed for property owners, managers, leasing agents, maintenance staff, and Texas peace officers. It equips participants with practical tools to implement the Crime Free Multi-Housing (CFMH) Program — a voluntary partnership between the Austin Police Department and multifamily rental communities (5+ units) aimed at reducing crime, improving quality of life, and strengthening police-management collaboration. The program follows the national Crime Free Multi-Housing model, adapted for Austin’s pilot launched in March 2025. It emphasizes prevention at the “front door” through better screening, design, and enforcement — while respecting fair housing laws and victim protections. Learning Objectives: * Describe the history, purpose, and three-phase certification model of the CFMH Program. * Apply Crime Prevention Through Environmental Design (CPTED) principles to multifamily properties. * Understand legal frameworks, including HUD v. Rucker (2002) and “One-Strike” lease policies. * Conduct effective applicant screening while complying with Fair Housing and HUD guidelines. * Recognize drug indicators, handle handguns in apartment communities, and manage victim-sensitive situations (especially family violence). * Use Crime Free forms (Lease Addendum, Application Addendum, violation notices, trespass warnings) properly. * Build effective partnerships with law enforcement for information sharing and community safety.
